One thing I kinda like about 4e is giving Wizardly types some sort of at-will power in order to keep them from relying on crossbows and the like. The following is a simplification of much more detailed rules that I wrote years ago.
For the highest three spell levels, use the normal rules.
A wizard can re-prepare spells that are three spell levels below the maximum spell level a wizard can cast in 5 minutes. (making them on-per-encounter)
A wizard can re-prepare spells that are six spell levels below the maximum spell level a wizard can cast as a free action (and become at-will)
Spells slots can only be re-prepared with the spell they originally held.
For example, a 10th level wizard can cast 5th level spells. His 3rd, 4rth and 5th level spells are as normal. He can, however, cast 0, 1rst and 2nd level spells once per encounter.
A 20th level wizard cast 0th through 3rd level spells at-will, and 4th through 6th as one per encounter.
That's that.

Mmm. Not a rule i would personally use in my games but that's a taste thing but here a question: don't you think, the "3 spell levels below" and "6 spell levels below" part of the rule is a bit too restrictive? I mean to befenit from this rule, a Wiz muast be at least of level 14 to be able to even reprepare his 0-level spells. Was there a "hidden" intention, perhaps balance-wise to rise the ladder that high? Just curious

We started experimenting with 0-level spells per will, when the caster reaches level 3

I prefer reserve feats from the Complete Mage to at-will powers; they are more customizable.

I think that if you want at will and per encounter spells you have to go the SAGA way (force powers), or the 4ed way... To me there's no way to make a balanced at will casting in 3rd edition.
Reserve feats are similar in concept, but are few. If you think that's enouth for you, try them. They're Great!!
